In a landmark ruling, the High Court in Kampala has upheld the controversial service awards granted to former Leader of Opposition Mathias Mpuuga and three parliamentary commissioners, totaling UGX 1.7 billion.

Justice Douglas Karekona Singiza’s decision clarifies the Parliamentary Commission’s authority to determine allowances for its members, as outlined in the Administration of Parliament Act.

The court’s verdict confirms that the service awards were properly approved by Parliament through the Appropriation Bill, categorized as ‘Ex-gratia for Political Leaders.’ The judge emphasized that the payment was lawfully included in the Appropriation Act, allowing the Ministry of Finance to review and scrutinize the financial allocation before Parliament’s endorsement.

However, the court also instructed the Secretary to the Treasury to investigate and potentially discipline the Clerk to Parliament, Adolf Mwesigwa, due to his involvement in the disputed payments. This move has sparked debate within Parliament and among the public, with demands for the censure of the awardees.

MP Theodore Ssekikubo’s censure motion, supported by 189 MPs, aims to remove Mpuuga and the three commissioners from their roles. The controversy surrounding the service awards has ignited a firestorm, with many questioning the legitimacy and transparency of the payments.

The High Court’s ruling has significant implications for the parliamentary commission and its members, highlighting the need for accountability and transparency in financial allocations.
