Isaac K. Ssemakadde, the President of the Uganda Law Society (ULS), has written a powerful open letter to Chief Justice Alfonse Owiny-Dollo, calling for immediate judicial reforms to address the systemic delays and restore public confidence in Uganda’s legal system ¹.
In the letter, Ssemakadde highlights the Supreme Court’s prolonged inaction on critical rulings, such as prosecuting civilians in military courts, describing it as a “grotesque delay” that undermines human rights and judicial integrity. He emphasizes that this delay is a “symbol of institutional crisis” that requires urgent intervention.
Ssemakadde warns that the judiciary’s inaction has created a vacuum in which justice suffocates. He stresses the need for the Supreme Court to act decisively and send a clear signal that no institution or individual, including senior judicial officers, is above scrutiny.
The ULS president also criticizes the Attorney General, Director of Public Prosecutions, and other judicial officers for straying from their constitutional mandates. He urges the Chief Justice to prioritize accountability and integrity in the upcoming New Law Year.
Ssemakadde’s letter follows heated public discussions on social media, where citizens demanded action against delayed rulings and military court prosecutions. As the festive season approaches, Ssemakadde appeals to the Chief Justice to address these pressing issues and tackle what he terms “the elephant in the room,” reaffirming his hope for systemic transformation within Uganda’s judiciary ².
