A high-ranking National Resistance Movement (NRM) official has fired back at veteran journalist and government spokesperson, Ofwono Opondo, over his scathing criticism of the Kampala Capital City Authority (KCCA) leadership.

In an exclusive interview with this website, the official, who chose to remain anonymous, presented a robust defense of the KCCA leadership, arguing that the authority’s challenges stem from a lack of resources rather than incompetence.

The official highlighted the staggering financial requirements necessary to effectively manage the city’s waste, including a whopping 34 billion shillings annually to transport rubbish to Kiteezi, 40 billion to decommission the Kiteezi landfill, and 70 billion to establish a new site. “Without these resources, it is impossible to clean the city effectively,” the official emphasized.

This rebuttal comes in response to Opondo’s recent article, which blamed the KCCA leadership for the tragic incident at the Kiteezi landfill that claimed several lives. The NRM official countered that Opondo’s criticism was misdirected and failed to acknowledge the deeper structural issues plaguing KCCA.

Experts have also chimed in, suggesting that Opondo’s article was driven by personal interests rather than a genuine desire to address the challenges facing KCCA. “Opondo’s article was a clear example of blame games, rather than a constructive critique of the challenges facing KCCA,” noted one analyst.

The NRM official called for a comprehensive investigation by the Inspector General of Government (IGG) to uncover the root causes of KCCA’s challenges and urged the government to provide adequate funding to address the city’s pressing issues. Rather than engaging in blame games, the official advocated for increased budgetary support to empower KCCA’s leadership to effectively tackle the city’s challenges.

This development highlights the ongoing debate surrounding KCCA’s leadership and the need for a nuanced understanding of the authority’s challenges. As the discussion continues, it remains to be seen whether the government will heed the call for increased funding and support to address the city’s pressing needs.
