President Yoweri Kaguta Museveni, in a distinguished gathering at State House Entebbe, welcomed two eminent additions to the judiciary: the Hon. Justice Catherine Bamugemereire and Hon. Justice Monica Kalyegira Mugenyi, both of the Supreme Court. This momentous occasion also saw the introduction of Hon. Justice Margaret Tibulya and Hon. Justice Kazibwe Moses Kawumi from the Court of Appeal. Additionally, Hon. Justice Dr. Asa Mugenyi was sworn in as a Court of Appeal judge, marking a significant juncture in the legal landscape of Uganda.

Amidst the ceremony, President Museveni extended his warmest congratulations to the newly appointed judges, emphasizing the profound shift in the age dynamics within the judiciary. Reflecting on past tumultuous times, he expressed gratitude for the current stability permeating the state institutions. “When I first assumed office, the judiciary was predominantly occupied by senior figures. Now, witnessing a younger cohort taking the helm, I’m reassured of our nation’s evolving resilience,” remarked President Museveni, evoking memories of past losses and acknowledging the steady replenishment of legal talent.

The president underscored the pivotal role of the judiciary in fostering stability and growth, citing the Chief Justice’s proposal to utilize retired judges for alternative dispute resolution—an initiative aligned with his vision for a harmonious legal framework. “Countries thrive when institutions collaborate seamlessly. The strides made in the judiciary, alongside other sectors like the military and civil service, epitomize this synergy,” President Museveni affirmed, reaffirming his commitment to alternative dispute resolution as a catalyst for expedient justice delivery.

Vice President H.E Jessica Alupo commended President Museveni’s inclusive governance, noting his unwavering dedication to fortifying all branches of government. She lauded his efforts in augmenting the judiciary’s budget, a testament to his commitment to equitable access to justice for all Ugandans. Echoing the sentiment, Chief Justice Alfonse Owiny-Dollo lauded President Museveni’s instrumental role in bolstering the judiciary’s capacity through strategic appointments and increased financial support.

Furthermore, the Chief Justice heralded the advent of robust alternative dispute resolution mechanisms, heralding a new era of efficient justice administration. Minister of Justice and Constitutional Affairs, Hon. Norbert Mao, emphasized the meritocratic principles underpinning judicial appointments, emphasizing the diverse expertise brought forth by appointees from various sectors.

The ceremony, graced by dignitaries including Deputy Chief Justice Richard Buteera and Principal Judge Dr. Flavian Zeija, showcased the collaborative ethos underpinning Uganda’s judicial system.
